Leaders from today’s largest government integrators and prime contractors will offer their views on federal spending and how vendors and small and midsized VARs can partner with their organizations. Today’s largest systems integrators have grappled with a new administration, billions of dollars in spending from the stimulus package, shifting government priorities and the emergence of new technologies government is trying to understand. The new federal environment and pressure on large states have forced today’s leading SIs to evolve and restructure their operations to keep aligned with government priorities. Partnering with these multibillion contractors is no easy task but a necessity in public sector. Vendors and IT integrators will bring their most pressing questions to this panel of experts moderated by longtime public sector consultant and media executive Scott Lewis. Expect a dynamic exchange on the issues of cybersecurity and healthcare IT among others.

Health Care Reform – What does Health Care Reform mean to small businesses?
The political debate may have ended for the moment with the passage of ObamaCare but now the business debate begins and it starts with what the health-care bill means for small business. The answer depends on who you ask. Some experts say that without reform, many small-business owners would no longer be able to offer health insurance. Others say the benefits will be far outweighed by the negative in expanding coverage at the expense of taxpayers with added paperwork and government inefficiency. Either way, for VARs who serve U.S. businesses with 100 or fewer employees they must help those firms use technology to manage their health-care processes better while reducing costs. IT solutions will need to be in place at both the VAR and its customers for tracking which employees are covered and helping employers avoid fines, or managing mandated fees and employee exchange credits. That is just the tip of the iceberg. This presentation and panel will sort through the implications for today’s solution providers and their vendor partners with expert moderation by CompTIA’s Lamar Whitman. Speakers: Gloria A. Sutton, Governmental Liaison, North Florida, Internal Revenue Service Carl Patten, JD, MPH, Public Policy Research & Education Consultant, Blue Cross and Blue Shield of Florida Location: Champions Ballroom D-E

Vendor Content Session: Teaming with the System Integrator Community (Vendors Only) |
Federal, state and local governments spend $125 billion annually on IT products and services. In the Federal Market 50% of IT spending goes to the top 20 solution providers. Nearly 70% goes to the top 100. That means the bulk of companies doing business with Government need to consider partnering with these solution providers/system integrators to continue their growth. The same holds true in the state and local government arena.
It just might be that the key to consistent growth is in developing teaming relationships with these solution providers.
Discuss strategies in approaching, communicating and building team relationships with this unique solution provider community.

General Session: The Future of Health IT: A Guarded but Optimistic Prognosis |
For decades, the healthcare industry substantially lagged other vertical markets in its use of information technology, but times have changed. While still relatively small in terms of its overall size and immature in its usage, the compound annual growth rate forecast for this industry places it among the fastest growing vertical markets, both here and abroad. In the US, the Obama administration has made health IT a cornerstone of its healthcare policy agenda. Over the next five years, under the provisions of the American Recovery and Reinvestment Act of 2009 (ARRA), the Obama administration will spend more than $35 Billion in direct federal investment in health IT, health IT-related grants to states and academic organizations, and incentives to hospitals and physicians adopting electronic health records. This keynote presentation will highlight recent government initiatives, summarize current adoption levels and forecast future adoption patterns and the drivers and barriers to that adoption. It will conclude with an assessment of the key technologies that are most likely to benefit from this anticipated growth.

No. 1 Cloud Computing
Corporations are moving forward at warp speed on their cloud initiatives but that is not the case for public sector entities who are still wrestling with many issues including securing public clouds. According to some reports, government and educational organizations are facing challenges from all sides with an intensity not seen for decades. On one hand, budgets are squeezed on the other the demand for services is on the rise. Public sector organizations also face a constituency of citizens and students empowered with access and tools that allow them to become participants, not just consumers of public services. So how do public sector IT managers respond? How do they resolve those issues and then justify capital expenses? How can IT integrators help those managers leverage technology innovations to deliver better information and services with lower IT costs? Well, this session will explore the answers to those questions as they pertain to cloud computing. It will also tackle the issue of how cloud computing allows public sector organizations to deliver high value for services with the lowest capital expense. Afterall, the road to cloud was paved first by SaaS and then virtualized servers and storage. THINKstrategies founder and principal Jeff Kaplan will examine that evolution and help integrators and vendors meet the needs of their public sector customers. Speaker: Jeff Kaplan, Managing Director, THINKstrategies Location: Champions Ballroom F-G No. 2 Healthcare IT Workshop: Understanding Electronic Health Records and Practical Solutions This workshop will help IT integrators, consultants and their vendor partners understand health information management. IT integrators that serve healthcare providers or payees must understand the changing landscape for storing, protecting, managing and recovering patient information. This workshop will discuss such issues as physical records management services, physical to digital conversion, cloud storage solutions and even healthcare consulting on this issue. This workshop will also touch on HIPAA regulations and regulatory compliance along with the issues facing your customers whether their patient records are paper files, film based or a hybrid record. The opportunity is no doubt huge as fewer than 10 percent of U.S. hospitals have a fully integrated EMR system while only 38 percent of office-based physicians report they are using fully or partial EMR systems. No. 1 Cybersecurity: Priority No. 1—Protect your government customers and yourself.
There is no bigger issue facing public sector vendors and IT integrators than cybersecurity. Some experts call it the government’s No. 1 priority given the perfect storm of terrorism, economic turmoil, mobility and the rise of social networking. Effective cybersecurity solutions, programs and policies are a necessity to mitigate the threats of disruption to operations and commerce. According to one report, private data, intellectual property, cyber-infrastructure and even military and national security can all be compromised by deliberate attacks, security lapses and the vulnerabilities of the internet. So the stakes are high and malware treats all comers equally. Some experts even say the recent economic crisis has led to a rise in frustrated workers engaging in cyber-wrongdoing. A recent CDW-G survey found the top three IT security issues today are malware, inappropriate employee activity or network use and issues related to remote Web access. This session takes a deep look at those issues and other issues for facing IT integrators and vendors looking to develop cybersecurity solutions that fit the needs of government today. Speaker: Roger Cressey, President/Founder, Good Harbor Consulting, LLC Location: Champions Ballroom F-G No. 2 Grant/Proposal Writing Given the current state of our economy the budget’s of local government agencies and public safety agencies are being slashed dramatically as tax bases are decreasing due to the housing and job markets. Vendors and suppliers must adjust their tactics accordingly in order to counter the lack of equipment budget dollars that they have for purchasing new equipment or upgrading existing equipment. As these agencies turn ever more to grant funding, to make up for these shortfalls, those servicing this sector must likewise have a better basic understanding of the current process these agencies must undertake in order to participate in those funding streams. Speaker: Kurt Bradley, Vice President, Homeland Defense- Grants Location: Heritage Ballroom E
